Mr. Coulter has over 10 years of experience as a regulatory analyst. He has extensive experience in legal research and writing on Internet and intellectual property issues. Mr. Coulter has drafted arguments and prosecuted trademark cases before the U.S. Patent and Trademark Office, domain name cases before the World Intellectual Property Organization, and patent appeals before the Court of Appeals for Federal Circuit. He also has experience negotiating, structuring, and administering large, complex government and private sector contracts.
As an analyst, Mr. Coulter provided support to the FAA Office of Rulemaking. In addition to working on rulemaking projects, he drafted technical reports, summaries of comments, and responses to petitions for exemption. Mr. Coulter was also involved with aviation‑related internal evaluations including aircraft maintenance records reviews for a Part 121 air carrier returning aircraft to its lessor. During these reviews, he ensured the records complied with the regulations and notified the air carrier of any problems.
At PAI, Mr. Coulter provides regulatory analysis and drafting services to the Federal Aviation Administration (FAA), private industry, and foreign governments. This work includes summarizing and analyzing comments to petitions for rulemaking, advance notices of proposed rulemaking, notices of proposed rulemaking, final rules, and requests for exemption, and drafting rulemaking documents and rulemaking support papers. He also assists private entities in satisfying regulatory and licensing requirements, including projects such as developing required manuals and other documentation. Mr. Coulter supports the FAA by overseeing rulemaking and advisory circular projects. He also assists foreign governments in drafting civil aviation regulations.
