Mr. Modzelewski has extensive experience assisting federal government agencies, including the FAA, DOT, NASA, TSA, FMCSA, and USDA, in all aspects of the rulemaking process.  This support includes drafting regulatory documents and Federal Register notices, summarizing and analyzing public comments, organizing and facilitating public meetings, performing regulatory analyses, and supporting aviation rulemaking committees.

Mr. Modzelewski also provides regulatory and technical support to private industry.  He drafted federally mandated operations and training program manuals in support of a foreign aircraft engine repair station’s successful efforts to obtain Part 145 certification.  He also participated in an IS–BAO recertification safety audit for a corporate flight department.

As Director of Regulatory Affairs at PAI, Mr. Modzelewski provides a wide range of assistance to a variety of government regulatory and other projects.  He has professional and educational experience in both aviation and law.  This experience provides him with a broad-based knowledge of aviation from both a business and regulatory standpoint, and enables him to draw meaningful conclusions and develop effective recommendations from review and analysis of FAA regulatory and advisory materials.

His experience as an attorney also provides him with valuable research, analytical, writing, and project management skills.  Mr. Modzelewski is highly skilled in the use of productivity software, including Microsoft Access, Excel, and Word, and has created and managed Access databases for a variety of rulemaking and other projects.
