Ms. Bazaral has provided support to the Federal Aviation Administration (FAA) on regulatory projects, including researching and drafting notices of proposed rulemaking (NPRM), final rules, summaries of and responses to comments to NPRMs, advisory circulars, and FAA orders.
Ms. Bazaral assisted the FAA in developing a final rule for the certification of pilots, flight and ground instructors, and repair station operations. Ms. Bazaral provided support to the FAA in drafting a report to Congress on foreign repair station operations. She also reviewed petitions for exemption from FAA regulations and drafted response documents. In addition, she worked with the FAA in implementing the agency’s reengineered rulemaking process. Ms. Bazaral also worked on a team that prepared operations and maintenance manuals for a company seeking Part 121 of Title 14, Code of Federal Regulation air carrier certification.
Ms. Bazaral’s training and experience as an attorney have provided her with a background useful in the analysis of regulatory issues. She also has experience with the federal legislative process from her work in the U.S. Senate. Through her experience as a private pilot, she has practical knowledge of the national airspace system and the regulatory issues concerning aircraft maintenance, operation, and ownership.
As a Senior Regulatory Analyst at PAI, Ms. Bazaral has worked with the FAA on rulemaking projects regarding service difficulty reporting requirements; maximum weight limitations for primary category seaplanes; pilot, instructor, and pilot school certification; mechanic and repairmen certification; flight training in certain multiengine aircraft; parachute operations; and air carrier/general aviation maintenance issues. She has worked with the FAA Office of Rulemaking on improving and implementing changes to the agency’s rulemaking process by participating in drafting the FAA Rulemaking Manual. Ms.Bazaral also supports the Automatic Dependent Surveillance–Broadcast FAA rulemaking team by drafting, revising, and reviewing the final rule. In addition, Ms. Bazaral participated in developing air carrier operations manuals.
